Members of Staff of National Assembly known as Parliamentary Staff Association of Nigeria (PASAN), Abuja, in their numbers, collectively agreed and declare persona non grata on any person or group of persons parading themselves as the leadership of the Union in the Chapter pending when a Congress is held at the instance of the National Leadership of the Union.
This was contained in their Communique released after the group’s Inter-religious fasting and praying program tagged “Liberation to Victory” anchored by Muslims /Christians/ Traditionalists and Other members of PASAN, National Assembly Chapter held at the PASAN National Secretariat at Plot 520, Trow plaza, Olu Awotesu street, behind Mr. Biggs, Jabi District Abuja on Monday 7th October 2024.
They called on their National Leadership to as a matter of urgent importance organize a Congress in their Chapter to address the leadership vacuum since the present Sunday Sabiyi’s led Exco lacks the authority and legitimacy to operate and represent the people in their interest of collective bargaining and collective agreements as enshrined in Section 14 (2) of the 1999 Constitution Federal Republic of Nigeria, Section 91 of Labour Act and Section 40 of 1999 Constitution Federal Republic of Nigeria.
The leadership crisis started with a vote of no confidence passed against the Sunday Sabiyi’s led Exco in the Chapter’s Congress held 15 July 2024 for failure to provide Operational Reports and Audited Financial for 5 years of over 3 billion naira which is gross violation of the principles of Democracy that entain accountability and transparency.
The members cited the biblical injunction in Romans 14 vs 12 that all the members are asking for is just account of stewardship through Operational Reports and Audited Financial Accounts running over 3 billion naira in liquid, current and non-current assets of PASAN National Assembly Chapter.
That transparency and accountability remains the key indicators for the measurement of progress, development, equity and due process in any Democracy.
That it is an aberration to know that a Union inside the foremost Parliament in Africa and a leading Democracy in the World has continual violated Section 318 (1) of the 1999 Constitution Federal Republic of Nigeria and the Financial Year Act as there is no information on budget based disbursement and utilization of public funds, prudence, due process, check and balance under the Sunday Sabiyi’s led administration which led to the vote of no confidence passed against the Sabiyi’s led Exco since 15th July 2024 in the PASAN Congress of the Chapter.
Hence, the members embarked on the fasting and praying program to seek the face of God for divine intervention and call on all defenders of Democracy in the World to prevail on the National Leadership led by Comrade Mohammed Usman to organize a Congress for the Chapter to address their leadership crisis since they are suffering for representation for their collective bargaining and collective agreements as provided in Section 25 (1) of Trade Union Act.
